Policy: Once eligibility is determined, it shall be the policy of Community Care to ensure that there are no artificial barriers to clients receiving services. Each referral will be considered on an individual and personal basis. Applicants willl be screened promptly and responsively to identify needs and the appropriate services to best meet those needs according to age, presenting situation, anticipated length of service, geographical location, source of referral, and other relevant factors. Community Care's screening practices ensure equitable treatment, give priority to urgent needs and emergency situations, and support timely initiation of services. Judgements regarding the provision of services are made after thorough review and consultation with the applicant and/or referent. Individuals who cannot be served, or cannot be served promptly, will be placed on a waiting list if desired and/or connected to other appropriate resources. When a Native American child is referred for services, Community Care will determine the applicability of the Indian Child Welfare Act and will ensure compliance when applicable.
