Policy:  It shall be the policy of Community Care that no client in care will be forcibly secluded at any time for any reason. It is further the policy of Community Care that clients will only be physically restrained by a Community Care provider if such action is immediately necessary to prevent harm of the client and/or others in the area, or to prevent excessive and continuous property damage. Providers who may use behavior management interventions are trained and evaluated on permitted interventions at least annually. Physical restraints shall impose the least possible restriction consistent with their purpose. Restraint shall never be employed as punishment, a means of gaining compliance, or for the convenience of any provider. Restraint as a treatment modality is inconsistent with the values of Community Care and will never be included in treatment plans for clients in care. Restraint may be utilized with clients of Community Care only in emergency situations and only after other, less restrictive, measures have proven to be inappropriate or ineffective. Restraint shall mean the application of any physical means of restricting bodily movement.
